If you have a friend that is a lawyer, he may do it for free because it doesn't take much time. Otherwise, it shouldn't cost very much. Just have him send a letter with his official letterhead asking him to pay for your tires (you have your receipt don't you?), or he'll be letting a judge decide on what to do. Document everything: time and date you placed the 3 calls, time and date you were at the shop, the name of the technician who 'tried' to mount your tires, name of the manager, etc. As for the BBB, IMO they don't carry much clout especially if the business doesn't belong to the BBB. Having a lawyer send a letter advising the business carries more clout. When it comes down to your word against his, but you have documentation of everything then it's a high likelihood the verdict will sway in your favor.
